This part of ISO/IEC 23002 provides a description of a set of tools that are intended to be helpful for developing reconfigurable media coding implementations based on the ISO/IEC 23001-4 (Codec configuration representation) and ISO/IEC 23002-4 (Video Tool Library) standards. The description includes the following guidelines:

This proposed draft amendment provides reference software for support of parser instantiation from BSD as specified in ISO/IEC 23001-4
This draft amendment adds, to the reconfigurable video coding reference software, support for the ISO/IEC 23008-2 HEVC Main Profile and ISO/IEC 23008-8 (HEVC conformance test streams).
The objective of this white paper is to provide an overview of the MPEG Reconfigurable Media Coding framework. Initially started with the intention of covering only MPEG video compression technology, it now includes also 3D Graphics compression standards. The framework is composed by normative elements and by non-normative tools.
