This working draft specifies an additional colour description indicator for HEVC, to indicate the use of the ICTCP colour representation as specified in the ITU-R Draft New Recommendation BT.[HDR-TV]. Text for some changes that are related to ITU-R BT.[HDR-TV] but are not specifically for the ICTCP colour representation are also included. This includes a modification of the scaling previously specified for transfer_characteristics equal to 16 (PQ) when video_full_range_flag is equal to 1 (since this scaling is normatively specified in BT.[HDR-TV]).
